Appointment as Commissioners of the Port Authority

Nine Commissioners took the Oath of Office before Her Excellency Christine Carla Kangaloo, O.R.T.T., President of the Republic of Trinidad and Tobago, to be appointed as Commissioners of the Port Authority. The ceremony took place on Thursday August 7, 2025 at The President’s House.

The nine commissioners are:

1. Dr. Rodney Shastri Ramroop, Chairman

2. Mr. Frank Hernandez, Deputy Chairman

3. Mr. Dexter Jaggernauth

4. Mr. Wade Ceballo

5. Mr. Keron Sooklal

6. Ms. Nirmala Ramai

7. Mr. Hamish Maharaj

8. Mr. Kareem Kanhai

9. Mr. Dereck Balliram

Her Excellency Christine Carla Kangaloo, O.R.T.T., President of the Republic of Trinidad and Tobago congratulated the Commissioners, thanked them for their service and wished them every success.

Dr. Rodney Shastri Ramroop

Dr. Rodney Ramroop is a Medical Doctor who specialises in Interventional Radiology. He has been the Director of Health at the North-Central Regional Health Authority since 2011 and serves as an Associate Lecturer, Clinical Instructor at the Faculty of Medicine, University of the West Indies, St. Augustine Campus.

Dr. Ramroop is a Fellow of the Royal College of Radiologists and holds a postgraduate Diploma in Medical Radio Diagnosis and a Bachelor of Medicine and a Bachelor of Surgery Degree.

Mr. Frank Hernandez

Mr. Frank Hernandez is a senior executive with vast experience in strategic leadership, financial management and business administration.

Mr. Hernandez is a Fellow of the Association of Chartered Certified Accountants (UK) and a Chartered Accountant with the Institute of Chartered Accountants of Trinidad and Tobago.  He also holds an Executive Master of Business Administration Degree from the Arthur Lok Jack Global School of Business.

Mr. Dexter Jaggernauth

Mr. Dexter Jaggernauth holds a Master of Business Administration (MBA) with a specialisation in Finance, as well as a Bachelor of Science (BSc) degree in Economics. He is also a Member of the Association of Chartered Certified Accountants (ACCA).

Mr. Jaggernauth brings a wealth of expertise in risk management, project management, statistics, financial analysis, and project operations analysis. He has previously served as a Commissioner of the Port Authority of Trinidad and Tobago.

Mr. Wade Ceballo

Mr. Wade Ceballo is an Attorney-at-law and Managing Partner at Ceballo and Associates Law Firm, where he is also the Principal Advocate Attorney.

He holds a Bachelor of Laws Degree from the University of London, and a Masters in Legal Practice and a Legal Practice Certificate from the University of Staffordshire. Mr. Ceballo is a consultant in security systems and is the Security Operations Director at A-List Security Services.

Mr. Keron Sooklal

Mr. Keron Sooklal is the Security Crisis Management and Emergency Response Advisor at DeNovo Energy Limited. He is the owner of GuyaTrin Special Services and is a Member of the Trinidad and Tobago Defence Force Reserves.

Mr. Sooklal holds a Master of Science in Safety, Health and Environment and a Bachelor of Science Degree in Occupational Safety, Health and Environment.

Ms. Nirmala Ramai

Ms. Nirmala Ramai has extensive experience in managing operations in the aviation industry.  As the Chief Operations Officer of Caribbean Airlines, Ms. Ramai leads the Operations Division which comprises some of the following Departments: Flight Operations, Inflight, Airports and Ground Operations, Air Safety, Quality Assurance and Security.

Ms. Ramai holds Post Graduate Diplomas in Human Resource Management and Business Administration, a Certificate in International Aviation Management and a Bachelor of Arts Degree.

Mr. Hamish Maharaj

Mr. Hamish Maharaj is a financial executive who is experienced in strategic finance management. He is the Chief Financial Officer at Dylam Company Limited (NP Distributor) Trinidad.

Mr. Maharaj is a member of the Institute of Chartered Accountants of Trinidad and Tobago and holds an Advanced Diploma in Business Management.

 Mr. Kareem Kanhai

Mr. Kareem Kanhai has some 14 years’ experience in the field of aviation. He is the Manager (Acting) of the Department of Air Transport Economic Regulation of the Trinidad and Tobago Civil Aviation Authority.

Mr. Kanhai holds a Bachelor of Science Degree (1st Class Honours) from the University of the West Indies. He has undergone several training courses at the International Civil Aviation Organisation.

Mr. Dereck Balliram

Mr. Dereck Balliram is an Attorney-at-law with 18 years’ experience in the Criminal, Civil and Corporate arenas. He is the Deputy Corporate Secretary/Senior Legal Advisor at the National Infrastructure Development Company Ltd.

Mr. Balliram holds a Legal Education Certificate, from the Hugh Wooding Law School, St. Augustine and a Bachelor of Laws Degree from the University of the West Indies, Cave Hill Campus.

Message from Her Excellency Christine Carla Kangaloo ORTT, President of the Republic of Trinidad and Tobago on Republic Day 2025Fellow citizens, For many of us, Republicanism is a difficult concept to grasp. Many of us grapple with the question of why it was necessary, and how is it different from Independence. Our history books and political texts tell us that Republicanism was an important step in our ongoing journey of self-determination, and that by replacing the British monarch and her representative with a Head of State chosen from among our own citizens, we shed the last vestiges of colonial rule and assumed full ownership of our destiny. Yet even with these explanations, the real meaning of Republicanism continues to elude many of us. Apart from the symbolic change in our Head of State, many struggle to understand what difference it makes to who we are as a country. Perhaps some light can be shed on this question if we were to regard Independence as the foundation of our country’s freedom, and Republicanism as the edifice which we choose to build upon that foundation. Looked at in this way, we might view Republicanism as the answer to the question “What are we doing with our freedom?”. For the 49 years that have passed since 1976, ours has been the responsibility to answer that question. This past week, we have had wonderful and inspirational answers to that question in the area of sport. We have delighted in the accomplishments of Keshorn Walcott and Jereem Richards. And we have all been gripped by the elation of a fifth CPL victory by our Trinbago Knight Riders. Today, beyond the boundaries of sport, we will also gather, as we do each year, in solemn recognition of citizens who have gone above and beyond the call of duty and upon whom we will bestow national awards.This Republic Day, Trinidad and Tobago has much to be proud of as we answer the question posed by our Republicanism - “What are we doing with our freedom?”. We can answer truthfully that since 1976, we have stared down countless challenges and, much like David standing before Goliath, we have risen to meet them with courage and determination. We can say, with justifiable pride, that though small in size and population, we have shown ourselves to be a nation abounding in vision, spirit, resilience and faith. One of the consequences of Republicanism is that there is no escape from having always to answer the question “What are we doing with our freedom?”. There can be no ‘final answer’ to that question. It will arise for answering, constantly. My hope and my prayer are that we will continue to place ourselves, by our words and by our actions, in a position always to answer that question with pride.Whenever Republic Day comes around, may we always be in the position of proud Trinbagonians – proud, not just of our accomplishments, but of the strength of our spirit, the breadth of our vision for our society, and the audacity of our hope for our future. Let us always be able to say that we are proud of the way we come together in times of crisis. Let us always be proud of the way we reach out to help our neighbours when they are in need. Let us always be proud of how we both celebrate our diversity and set aside our differences when it matters most. And let the edifice that we choose to build upon the foundation of our Independence, be a structure in which there is room for all, regardless of class, colour, creed or race. As we approach the milestone of 50 years of being a Republic, may we do, with our freedom, all that we envisaged at our Independence, and more.
