In a ceremony held at The President’s House on Tuesday 14th July, 2026, Her Excellency Christine Carla Kangaloo O.R.T.T., President of the Republic of Trinidad and Tobago administered the Oath of Office and presented the Instrument of Appointment to Mr. H. R. Ian Roach as a Member of the Judicial and Legal Service Commission.
Mr. H. R. Ian Roach is an Attorney-at-law with Chancery Chambers and the Chairman of the Equal Opportunity Commission.
An accomplished international attorney whose career spans over three decades, Mr. Roach specializes in public and labour law, with emphasis on negotiation, mediation and lobbying on behalf of international governments and firms, including, the Republic of Trinidad and Tobago, the Republic of South Africa, and the Democratic Republic of Congo.
Mr. Roach is the holder of a Bachelor of Arts in History and Law and a Bachelor of Laws with Honours, both from the University of the West Indies, Cave Hill, Barbados. He also holds a Legal Education Certificate from the Hugh Wooding Law School.
From 1999 to 2005, Mr. Roach served as Honorary Consul of the Government of Trinidad and Tobago to the Republic of South Africa. In 2006, he was an adviser to the Chief Prosecutor at the International Criminal Court of Justice at The Hague. At various times between 2010 and 2023, he presided over several courts-martial as Judge Advocate for the Trinidad and Tobago Defence Force.
From 2013 to 2016, Mr. Roach served as an Independent Senator in two consecutive Parliaments. He served on the Public Administration and Appropriations Committee, the Joint Select Committee on Government Assurances and was the chairman of the Joint Select Committee on Local Authorities, Service Commissions and Statutory Authorities including the Tobago House of Assembly.
