Appointment as Commissioners of the Port Authority

Nine Commissioners took the Oath of Office before Her Excellency Christine Carla Kangaloo, O.R.T.T., President of the Republic of Trinidad and Tobago, to be appointed as Commissioners of the Port Authority. The ceremony took place on Thursday August 7, 2025 at The President’s House.

The nine commissioners are:

1. Dr. Rodney Shastri Ramroop, Chairman

2. Mr. Frank Hernandez, Deputy Chairman

3. Mr. Dexter Jaggernauth

4. Mr. Wade Ceballo

5. Mr. Keron Sooklal

6. Ms. Nirmala Ramai

7. Mr. Hamish Maharaj

8. Mr. Kareem Kanhai

9. Mr. Dereck Balliram

Her Excellency Christine Carla Kangaloo, O.R.T.T., President of the Republic of Trinidad and Tobago congratulated the Commissioners, thanked them for their service and wished them every success.

Dr. Rodney Shastri Ramroop

Dr. Rodney Ramroop is a Medical Doctor who specialises in Interventional Radiology. He has been the Director of Health at the North-Central Regional Health Authority since 2011 and serves as an Associate Lecturer, Clinical Instructor at the Faculty of Medicine, University of the West Indies, St. Augustine Campus.

Dr. Ramroop is a Fellow of the Royal College of Radiologists and holds a postgraduate Diploma in Medical Radio Diagnosis and a Bachelor of Medicine and a Bachelor of Surgery Degree.

Mr. Frank Hernandez

Mr. Frank Hernandez is a senior executive with vast experience in strategic leadership, financial management and business administration.

Mr. Hernandez is a Fellow of the Association of Chartered Certified Accountants (UK) and a Chartered Accountant with the Institute of Chartered Accountants of Trinidad and Tobago.  He also holds an Executive Master of Business Administration Degree from the Arthur Lok Jack Global School of Business.

Mr. Dexter Jaggernauth

Mr. Dexter Jaggernauth holds a Master of Business Administration (MBA) with a specialisation in Finance, as well as a Bachelor of Science (BSc) degree in Economics. He is also a Member of the Association of Chartered Certified Accountants (ACCA).

Mr. Jaggernauth brings a wealth of expertise in risk management, project management, statistics, financial analysis, and project operations analysis. He has previously served as a Commissioner of the Port Authority of Trinidad and Tobago.

Mr. Wade Ceballo

Mr. Wade Ceballo is an Attorney-at-law and Managing Partner at Ceballo and Associates Law Firm, where he is also the Principal Advocate Attorney.

He holds a Bachelor of Laws Degree from the University of London, and a Masters in Legal Practice and a Legal Practice Certificate from the University of Staffordshire. Mr. Ceballo is a consultant in security systems and is the Security Operations Director at A-List Security Services.

Mr. Keron Sooklal

Mr. Keron Sooklal is the Security Crisis Management and Emergency Response Advisor at DeNovo Energy Limited. He is the owner of GuyaTrin Special Services and is a Member of the Trinidad and Tobago Defence Force Reserves.

Mr. Sooklal holds a Master of Science in Safety, Health and Environment and a Bachelor of Science Degree in Occupational Safety, Health and Environment.

Ms. Nirmala Ramai

Ms. Nirmala Ramai has extensive experience in managing operations in the aviation industry.  As the Chief Operations Officer of Caribbean Airlines, Ms. Ramai leads the Operations Division which comprises some of the following Departments: Flight Operations, Inflight, Airports and Ground Operations, Air Safety, Quality Assurance and Security.

Ms. Ramai holds Post Graduate Diplomas in Human Resource Management and Business Administration, a Certificate in International Aviation Management and a Bachelor of Arts Degree.

Mr. Hamish Maharaj

Mr. Hamish Maharaj is a financial executive who is experienced in strategic finance management. He is the Chief Financial Officer at Dylam Company Limited (NP Distributor) Trinidad.

Mr. Maharaj is a member of the Institute of Chartered Accountants of Trinidad and Tobago and holds an Advanced Diploma in Business Management.

 Mr. Kareem Kanhai

Mr. Kareem Kanhai has some 14 years’ experience in the field of aviation. He is the Manager (Acting) of the Department of Air Transport Economic Regulation of the Trinidad and Tobago Civil Aviation Authority.

Mr. Kanhai holds a Bachelor of Science Degree (1st Class Honours) from the University of the West Indies. He has undergone several training courses at the International Civil Aviation Organisation.

Mr. Dereck Balliram

Mr. Dereck Balliram is an Attorney-at-law with 18 years’ experience in the Criminal, Civil and Corporate arenas. He is the Deputy Corporate Secretary/Senior Legal Advisor at the National Infrastructure Development Company Ltd.

Mr. Balliram holds a Legal Education Certificate, from the Hugh Wooding Law School, St. Augustine and a Bachelor of Laws Degree from the University of the West Indies, Cave Hill Campus.

FOR IMMEDIATE RELEASEOffice of the President Explains Constitutional Role Amid Scandalous Social Media ClaimsPort-of-Spain Trinidad and TobagoApril 25, 2026The Office of the President notes with grave concern a publication being circulated on social media which makes reckless and wholly improper insinuations against the Office of the President.The Office of the President rejects any attempt to portray either the Office of the President or Her Excellency as the author, architect, or wrongdoer in respect of any transaction involving the State. In the constitutional order of Trinidad and Tobago, the President performs functions in accordance with the Constitution and the laws of the Republic, including, where applicable, on the advice of Cabinet or a Minister acting under Cabinet authority pursuant to section 80 (1) of the Constitution of Trinidad and Tobago.The language used in the publication is an affront, not only to the dignity of the highest office in the land, but to the standards of decency, responsibility and respect upon which any democratic society must depend. The suggestion that the Office of the President has been “prostituted” in relation to any financial arrangement is to be condemned in the strongest possible terms. It is a scandalous and degrading slur.
