On October 7, 2026, Her Excellency Christine Carla Kangaloo, O.R.T.T., President of the Republic of Trinidad and Tobago, presided over the appointment of two Members and a Chairman of the Teaching Service Commission (TSC) at The President’s House.
Dr. Carol Logie and Mr. McCaster Julien took their Oaths of Office and received their Instruments of Appointment as Chairman and Member of the TSC, respectively, while Mr. Inshan Mohamed received his Instrument of Appointment upon his reappointment as a Member.
Dr. Carol Logie is an educational leader and international consultant with thirty plus years of experience in teacher training, educational policy, teacher development, curriculum design, and child protection. She has extensive leadership and consulting experience across the Caribbean, with international engagement in Africa, Europe, and the Americas.
From 2020 to 2023, Dr. Logie was the Chair of the Children’s Authority of Trinidad and Tobago. Previous to that, she served as a lecturer and Research Fellow in Education at the University of the West Indies School of Education at St. Augustine, rising to Senior Lecturer in 2020. From 2002 to 2009, Dr. Logie was the Chair of the National Council for Early Childhood Care and Education.
Dr. Logie has had considerable experience working with regional governments, universities, foundations, international development organizations, and Caribbean institutions. Since 2002, Dr. Logie has served as a Professional Resource Advisor for the Cotton Tree Foundation Preschool/ECCE Centre, Trinidad and Tobago. From 2013 to 2015, she was an Advisory Board Member for SERVOL in Trinidad and Tobago.
Mr. McCaster Julien has had over thirty years as an attorney at law with over twenty years experience in a combination of junior and senior positions across the Trinidad and Tobago’s Upstream Oil and Gas sector, including a track record of working on major projects, providing a variety of legal services and business partnering.
After obtaining a Bachelor of Laws degree from the University of the West Indies with an emphasis on Commercial Law courses, Mr. Julien received the Legal Education Certificate from Hugh Wooding Law School and was admitted to practice in Trinidad and Tobago in 1994.
After acting as Legal Counsel for the Petroleum Company of Trinidad and Tobago from 2001 to 2008, Mr. Julien occupied a key managerial position in the National Gas Company of Trinidad and Tobago until 2013 when he became General Counsel for Exploration and Production at Petrotrin. From 2018 to 2022, Mr. Julien was the Senior Legal Counsel for Shell Trinidad and Tobago Limited moving in 2023 to Heritage Petroleum Company until September 2026.
