Her Excellency Christine Carla Kangaloo O.R.T.T., President of the Republic of Trinidad and Tobago, presided over the swearing-in of two members of the Procurement Board on Tuesday 27 January 2026.
Mr. Jason Matthews and Mr. Raymond Smith took their Oaths of Office and received their instruments of appointment during the ceremony held at The President’s House.
Mr Jason Matthews
Mr. Jason Matthews is the Head of Market Procurement for the Digicel Group with over 20 years’ experience fusing business, process and technology expertise to provide holistic business improvement transformations.
Having obtained an Honours Bachelor of Science degree in Management Sciences from the London School of Economics in 1999, Mr. Matthews went on to a Master of Business Administration in Strategic Planning and Execution at Heriot-Watt University in 2014.
He first worked as a Business Systems Analyst at the Petroleum Company of Trinidad and Tobago. Having been promoted to the position of Senior Business Systems Analyst in 2009 and Head of Supply Chain Optimization in 2014, Mr. Matthews moved to the Digicel Group in 2018 as the Procurement Director. After being the General Manager of the Home & Entertainment Division, Mr. Matthews became the Group Head of Procurement in 2023, the position which he now holds.
Mr. Matthews is a member of the Chartered Institute of Procurement and Supply. He served as a Board Member of the Texaco Employees Credit Union (TECU) from 2016 to 2022 and remains a member of that Union’s Property Development Committee.
Mr Raymond Smith
Mr. Raymond Smith is a member of the Board of Directors of Scotiabank Trinidad and Tobago Limited, setting the Company’s strategic direction and ensuring the company complies with legal and regulatory requirements.
Having obtained a Bachelor of Arts degree from the University of the West Indies, Mr. Smith did postgraduate work at the Institute of Canadian Bankers and Henley Management College. His professional career at Scotiabank began in 1983 where he held various managerial positions within the Bank until 2004 when he was made Senior Manager at Scotia trust and Merchant Bank Limited. After occupying a variety of senior managerial positions, in August 2010, Mr. Smith became a District General Manager and in 2015 the Country Manager for Scotiabank Guyana. In October 2025, he joined the Bank’s Board of Directors.
Mr. Smith is a member of his alma mater’s (St. Mary’s College) Past Students Union. He is also a member of the Queen’s Park Cricket Club and the Over de Hill Boys Football Club.
