Appointment of Members of the Police Service Commission

The five members of the Police Service Commission took their oath of office before Her Excellency Christine Carla Kangaloo O.R.T.T., President of the Republic of Trinidad and Tobago, at a ceremony at The President’s House on November 22, 2024.

Dr. Wendell C. Wallace was appointed as member and Chairman; Ms Annika Fritz-Browne, Mr. Roger Babooram, and Ms Ethel Hector-Berkeley were appointed as new members and Mr. Ian Kevin Ramdhanie was reappointed as a member of the Police Service Commission.

Her Excellency Christine Carla Kangaloo O.R.T.T., President of the Republic of Trinidad and Tobago congratulates the members of the Police Service Commission on their appointment.

Dr. Wendell Wallace – Chairman

Dr. Wendell Wallace is a Senior Lecturer at the University of the West Indies, St. Augustine with a Ph.D. in Criminology and Criminal Justice. He served as a member of the Trinidad and Tobago Police Service from 1989 to 2008 before entering academia and the legal profession. He was called to the Bar in England and Wales in 2013 and in Trinidad and Tobago in the following year. Before gaining his Ph.D. in 2014, Dr. Wallace received a number of postgraduate qualifications from the University of the West Indies, Universities of London, Windsor and Northumbria as well as the National Defense University in Washington D.C. In the last decade, he has received certificates in Mediation (Train the Trainer), Practical Mediation Skills, and University Teaching and Learning.

Dr. Wallace was appointed in 2021 a Commissioner of the Elections and Boundaries Commission of Trinidad and Tobago. For the past two years, he has been an Expert Analyst in the Global Initiative against Organized Crime and from 2019, has served as an Alternate on the Ministry of Social Development and Family Services Multi-Sectoral Task Force on National Resilience Framework. He has authored numerous publications including, most recently, The Palgrave Handbook of Caribbean Criminology.

Ms Annika Fritz-Browne

Ms. Annika Fritz-Browne is an Attorney-at-Law with 20 years’ experience in the public and private sectors as well as in academia. After being called to the Bar in Trinidad and Tobago, Ms Fritz-Browne became a certified Mediator in Civil Non-Family Matters and has participated since 2019 in the Court-Annexed Mediation Programme and Court of Appeal Pilot Project. She has a Master of Science in Planning and Development and a Master of Laws in Legislative Drafting. She is currently a Ph.D. candidate in International and Treaty Law at Euclid University.

Ms. Fritz-Browne has acted as a Legal Officer at various Government institutions including the Ministry of Health, NIPDEC and the Land Management Division of the Ministry of Food Production, Land and Marine Affairs. She was the Head of the Legal Department at the Office of the Parliament of Trinidad and Tobago from 2012 to 2013 and then for six years, was a full-time Lecturer at Hugh Wooding Law School. In 2018, she entered private practice and, at present is the principal attorney-at-Law at Alpha Law.

Ms Ethel Hector-Berkeley

Ms. Ethel Hector-Berkeley’s expertise is in Human Resource Management and Public Administration. After gaining a B.Sc. in Management at Rutgers School of Management in New Jersey, Ms Hector-Berkeley went on to a Master’s degree in public administration from the same institution.

From 1976 to 1996, she performed routine clerical, accounting and administrative functions in various Ministries and Departments in the Public Service. In 1997, she became the Human Resource Advisor in the Personnel Department of the Office of the Chief Personnel Officer. After ten years, she became an Administrator of a Department in the administration of the Tobago House of Assembly. In 2015, she returned to the Office of the Chief Personnel Officer as a Consultant.

Mr. Roger Babooram

Mr. Roger Babooram is a regional People Leader who translates business vision into HR initiatives that improve performance, profitability and employee experience. After obtaining in 1995 an Honours B.Sc. in Management Studies from The University of the West Indies, St. Augustine, Mr. Babooram went on to do an MBA at Heriot-Watt University and a certificate in Human Resources from the Academy to Innovate HR.

Mr. Babooram began his professional career as a Graduate Trainee then HR Specialist at Petrotrin. He moved to the Barbados Light and Power Company Limited as the Senior Human Resource executive and then to Cable & Wireless Communications as a member of the executive leadership team of the Southern Cluster with responsibility for developing and implementing HR strategy for the Group.

From 2019, he has been Liberty Latin America’s Regional Director of People Business Partner, advising over 1500 employees located across the Caribbean, Latin America and Miami.

Mr. Ian Ramdhanie

Mr. Ian Ramdhanie has been the Academic Head of the Caribbean Institute for Security and Public Safety for the past eight years.

He possesses over twenty years of experience in teaching, research, and the development of many policies relating to national security and the social sector, academic programmes and courses at the University of the West Indies as well as the University of Trinidad and Tobago.

Mr. Ramdhanie is the holder of a Master of Science Degree in Sociology from the University of the West Indies and is currently pursuing a Doctorate in Social Policy.

This year, 2025, marked the third consecutive year that Their Excellencies Christine Carla Kangaloo ORTT, President of the Republic of Trinidad and Tobago and Kerwyn Garcia SC, First Gentleman have ensured the inclusion of Sixth Form students from schools across Trinidad and Tobago, in the National Awards Ceremony.
