Appointment to the Procurement Review Board

Today, Tuesday 6th February 2024, at President’s House Mrs. Michelle Dubay-Mohess and Mr. Kenneth McMayo were sworn in as members of the Procurement Review Board.

Mrs. Michelle Dubay-Mohess has been a Civil Engineer for more than 24 years improving delivery and cost performance in major development projects by adapting technical and construction management models to meet sustainable commercial goals. Her technical and legal training, coupled with her understanding of project management and procurement and her additional experience in sector planning and people development have delivered profitable projects across growth and contraction cycles in Trinidad and Tobago and across the Caribbean Community.

Having obtained First Class Honours in Civil Engineering from the University of the West Indies, St. Augustine, Ms Dubay-Mohess went on to gain Firsts in the Master of Science Diploma in Structural Steel Design from Imperial College of Science, Technology & Medicine at London University and in the Master of science degree in Construction Law and Dispute Resolution at Leeds Beckett University.

Among the key projects in which Ms Dubay-Mohess has been involved are the UTT Wallerfield Campus, the Victoria Keys Development, Crews Inn Marina, Sagicor Corporate Centre and SPORTT regional grounds. As a Director of KS&P Design Consultants Limited, she has expanded the project management service line, improving coordination across Architecture, Mechanical, Electrical and Plumbing and Quantity Surveying disciplines and has advised on several construction cases regarding contractual matters to resolve disputes.

She has also created an in-house graduate development programme to develop young professionals through hands-on training and mentoring with senior engineers and project managers. She herself is a mentor with AMCHAM’s Women in leadership mentoring program.

Mr. Kenneth McMayo has been a Quantity Surveyor since 1968 and from 1981 to the present has been the Principal at Kenneth McMayo Associates, undertaking and successfully completing numerous projects for a variety of clients.

After winning a scholarship from the Government of Trinidad and Tobago in 1964, Mr. Mc Mayo went to Hammersmith College of Art and Building in London, England followed by three years at the Polytechnic of the South Bank, earning a Diploma from the Royal Institution of Chartered Surveyors in 1975and becoming a professional member of the Royal Institution of Chartered Surveyors. From 1975, he worked for five years at Hart & Leonard (Trinidad) Limited before establishing his own firm.

Kenneth Mc Mayo Associates have worked on a wide variety of projects including recreational facilities, commercial offices, health facilities, educational institutions, churches, and land development. Their clients have included the Government of Trinidad and Tobago, S.A. Nabi and Sons, Guyana, the Trinidad and Tobago Tourist Board, the Rhand Credit Union Cooperative Society Limited, Gentech limited and the Archbishop of Port of Spain.

Apart from his professional work, Mr. McMayo has served as the President of the Quantity Surveyors Society of Trinidad and Tobago, a member of the Joint Consultative Council for the Construction Industry, the Vice-President of the Diego Martin Lions Club, and a lecturer to Valuation Surveying Technicians. He is at present a member of the Trinidad and Tobago Special Olympics Association.

After taking their Oaths of Office Mrs. Dubay-Mohess and Mr. McMayo were presented with their Instruments of Appointment by Her Excellency Christine Carla Kangaloo O.R.T.T., President of the Republic of Trinidad and Tobago.

📚✨ In commemoration of World Read Aloud Day, Her Excellency Christine Carla Kangaloo, ORTT, President of the Republic of Trinidad and Tobago, hosted Storytime at The President’s House today, Wednesday February 4, 2026. Students from Moulton Hall Methodist School and Preysal Government Primary School joined Her Excellency and staff of the Office of the President, for a shared reading of That Amazing Capybara by Alisa Gomez. Storytime at The President’s House is designed to promote literacy, reading comprehension, self-confidence, and the general love of reading among the nation’s children. Since its launch in 2023, this initiative has welcomed students from over 25 primary schools. Her Excellency, Christine Carla Kangaloo, ORTT, President of the Republic of Trinidad and Tobago and Commander-in-Chief of the Armed Forces administered the Oath of Office to two (2) Puisne Judges today, Monday February 2, 2026 at 10:30 a.m. at The President’s House. The Honourable the Chief Justice, Mr. Justice Ronnie Boodoosingh attended the ceremony.The two new Pusine Judges are: 1. Madame Justice Danielle Thompson2. Mr. Justice Vigel PaulMadame Justice Danielle Thompson was an Assistant Director of Public Prosecutions at the Office of the Director of Public Prosecutions. Having gained in 2005 Upper Second Honours in an LLB degree from the Cave Hill Campus of the University of the West Indies, Ms Thompson went on to get her Legal Education certificate in 2007. In 2021, as the Trinidad and Tobago Chevening Scholar, Ms Thompson completed with Distinction an MSc in Criminal Justice Policy from the London School of Economics & Political Science.Mr. Justice Vigel Paul was a Master of the High Court in the Judiciary’s Family and Children Division.
