Appointment of The Port Authority Board

His Excellency, the President Anthony Thomas Aquinas Carmona, ORTT, SC, appointed Mr Suresh Gangapersad as Chairman, Ms. Florence Ramdin as Deputy Chairman and Messrs. Ian Deosaran and Dorant Jack as Commissioners, of the Port Authority of Trinidad and Tobago on January 14, 2015.

Mr. Suresh Gangapersad holds a BSc in Mechanical Engineering (Honours), an Executive Masters in Business Administration and is a graduate of the Institute of Business Apprenticeship Programme as well as a Certified ISO 9000 Internal Auditor.  Mr Gangapersad also completed the Practical Process Control for Engineers and Technicians at Industrial Training and Consultants.

Throughout his professional career he has been employed in a number of engineering, maintenance and operational management positions.  Mr Gangapersad is currently General Manager Engineering at Arcelor Mittal Point Lisas.

Ms. Florence Ramdin graduated from the University of the West Indies, St Augustine with a Bachelor of Arts (Honours) in English Literature and subsequently went on to obtain a Bachelor of Laws Degree (Honours) from the University of London.  Her academic pursuance saw her obtaining Post Graduate Diploma in Education from the University of the West Indies, St Augustine, receiving a Distinction as well as the Legal Practice Course from the College of Law.

Ms Ramdin professional experience includes In-Service Training at Hobsons, Litigation Department at Dipnarine Rampersad & Company, Ministry of the Attorney General and is currently the Head of Legal Services at the National Insurance Property Development Company Limited.  Of notably she has also worked with Mr. Fyard Hosein S.C, Mr. Christopher Hamel-Smith S.C, the late Ms. Dana Seetahal S.C, Mr. Russell Martineau S.C, and Deputy Solicitor General Mr. Duncan Byam.

Ms Ramdin also has a broad range of broadcasting and journalism experience, having written and hosted programmes for informative segments on youth, society, culture, politics and law for radio and television as well as being one of the founding members of The Flame Charity Group and has been instrumental in the preparation and implementation of annual events to assist children’s homes and homes for the elderly.

Mr. Ian Deosaran holds a Bachelor of Commerce from Mc Gill University, Montreal, Quebec, Canada.  Over his career he has held a number of key executive positions including Executive Council member of the Customs Clerks and Brokers Association, the Caribbean Shipping Association, and the Shipping Association of Trinidad and Tobago, as well as Authority member of the Pilotage Authority of Trinidad and Tobago, Director of Medway Limited and currently holds Directorship of Container Recovery and Billing Limited.

Mr Deosaran has vast experience in Ship Agency Management, planning and budgeting in the shipping, oil exploration, construction and distribution sectors and designing and implementing controls and procedures in an international environment.  He has also been an Internal Controls Advisor in Exxon and has been involved in financial, management, tax and joint venture reporting as well as forensic accounting.

Mr Dorant Vassil Jack has a lifetime’s worth of experience at the Port Authority of Trinidad and Tobago.  From an initial employment appointment of Fireman/Oiler, to 2nd Engineer then Chief Engineer.

Through experience gleaned from these various positions, Mr Jack contributed immensely to, increased the efficiency management of the Port Authority.  Mr Jack went on to become Assistant Divisional Manager Marine.  A position he held until retirement.

Apart from his extensive practical experience, Mr Jack attended a number training courses at the National Technical, Los Angeles, California, the Caribbean Fisheries Training and Development Institute and the University of the West Indies School of Business and Applied Studies Limited.
